DNC Registry (Do Not Call Registry)

A federal database maintained by the FTC that lists telephone numbers of consumers who have opted out of receiving telemarketing calls.

Do Not Call (DNC) Registry is a federal database maintained by the Federal Trade Commission (FTC) that contains the phone numbers of consumers who have registered to opt out of receiving telemarketing calls. Compliance with the DNC registry is a non-negotiable part of TCPA compliance.

DNC Registry Rules

  • Coverage: Applies to most telemarketing calls, but not political, charitable, or debt-collection calls (which have separate rules).
  • Registration: Consumers can register at donotcall.gov or via phone; registrations are permanent and never expire.
  • Safe harbor period: Numbers can be called within 31 days of an existing business relationship; otherwise, numbers must be scrubbed.

Before launching an outbound campaign, organizations must filter their calling list against the DNC registry. Failure to scrub results in TCPA violations ($500 per call) and potential class-action lawsuits.
